Jameco Keypad Encoder

I've been researching how to build a hex keypad -- and found....

EDE1144 KEYPAD ENCODER


Would using this IC qualify me for cheating?
(And why am I having a hard time finding a keypad with keys 0-9 and A-F? Don't they make these anymore?)
